Expert says 53% black district not enough to elect candidate

When they made up 60 percent of the voting-age population, blacks already struggled to consistently elect black candidates to represent them from this section of Arkansas, an expert witness testified Tuesday at a federal trial over whether the state’s district lines violate the Voting Rights Act.
