3 marketplace health plans to see '16 rate increases

State health insurance marketplace rates will increase for three plans in 2016, the Arkansas Insurance Department said Tuesday.

Arkansas Blue Cross and Blue Shield's individual and group plans will see increases of 7.15 percent and 3.01 percent, respectively.

Individual rates for Celtic Insurance Co., or Ambetter, will increase by 0.08 percent.

The Qual Choice/QCA Health Plan individual option will see rates decrease 8.2 percent.

"I am proud to report that rate increases for health insurance have been held below 10 percent, unlike many other states which are looking at double-digit percentage price hikes," Arkansas Insurance Commissioner Allen Kerr said in a statement.

According to the statement, the marketplace rates are locked in for 2016, in keeping with the terms of the Affordable Care Act and given Arkansas' designation as an "effective rate review" state.

Open enrollment for 2016 begins Nov. 1 and remains open through Jan. 31.
