Police: North Little Rock man shot at apartment complex a day before birthday

A North Little Rock man was shot at an apartment complex Sunday night, a day before his 23rd birthday, according to a police report.

Officers were dispatched shortly after 8:15 p.m. to the apartment complex located at 400 N. Palm St. for a report of a shooting, according to the report. Michael Ray Starks Jr., who turned 23 Monday, had been shot and was holding his abdomen area, the report said.

Starks accused a North Little Rock 18-year-old of shooting him, according to the report. In the lead up to the shooting, the teen and another person had been dropped off in the area by the 18-year-old's mother, according to Starks.

The victim told police that he began talking with the two and encouraged them to stay away from the teen's mother, who he said was a bad influence on them. Starks told police the conversation was “calm and non provocative,” according to the report.

“Then [the 18-year-old] said ‘F--- this s---’ and he then pulled out a revolver and began to shoot at [Starks],” according to the report.

Starks reported that he was only hit once but the shooter fired four times, according to the report. He told police he tried to grab the gun from the 18-year-old but was not successful.

Emergency medical personnel took Starks to an area hospital.

The teen who was named as a suspect on the report had not been arrested as of Wednesday morning.
