Tom Dalton, a former city manager of Little Rock and former head of the Arkansas Department of Human Services, died Tuesday in Hot Springs. He was 78.
He died peacefully after a battle with cancer, according to his obituary.
Originally from New York, Dalton had been living in Arkansas since he became Little Rock’s city manager in 1986. He held that position until 1992.
From 1993 to 1997, he led the Department of Human Services. Before coming to Arkansas, he had been city manager in towns in Michigan and Ohio.
He had a lengthy business career, and for the past two decades, he managed his own consulting firm, Dalton and Associates. He worked as the program director at Winrock International for almost a decade until last year.
He loved public service and volunteering, spending time with his wife on the lake and hiking trails in Hot Springs, according to his obituary.
